This paper assesses the effects of discretionary fiscal policy measures. Have they revived economic activity during the financial crisis as hoped for? Were the austerity measures successful in generating more economic security in an expected debt crisis? Even more importantly than the short-term effects, what are the consequences for long-term growth? It is therefore necessary to examine whether fiscal measures have influenced potential output, or whether, if any, short-term effects can be observed.
