Abstract:

Even without a global agreement to mitigate climate change there are numerous unilateral incentives for actions that reduce greenhouse gas emissions. This article reviews such incentives on the international, national, sub-national and individual level and discusses policies to address them. Finally, it outlines how a better understanding of interactions of policies on different levels of governance is a key challenge to enable more appropriate design of climate policy in a polycentric governance regime.
