Einen Blick auf die Hochschulverwaltung aus Sicht der Bürokratietheorie wirft Stefan Bayer. Das Bereitstellungsverhalten der Hochschulverwaltung schneidet in allen drei prototypischen Modellen aus allokativer Sicht schlecht ab, was - so der Autor - erhebliche Parallelen zur Wahl zwischen Pest und Cholera aufweist. Dennoch könnte die Lage durch Einbeziehung von Interessengruppen verbessert werden, da der Informationsvorsprung der Agenten (Bürokratie) zu "erschwinglichen" Kosten reduziert wird.
