The practice of public participation (PP) is closely linked to the dominant ideas about how government should operate and interact with its citizens. This makes PP highly ideological. Starting from the different functions that PP could fulfil, six different PP concepts are developed, each fitting in a different ideology. The history of PP in The Netherlands shows examples of five of these concepts, which coincide with different ideologies. The paper concludes that ideology should get full attention in all research on PP.
